Position title: Program Officer, Recruitment and Volunteer Mobilization

Position location: Ottawa

The Uniterra international volunteer program aims to contribute to poverty reduction and sustainable development through national and regional sectoral approaches in 14 developing countries with the support of 3,000 volunteers. The program focuses on sustainable economic growth for the youth and women. The Uniterra program is jointly operated by the Centre for International Studies and Cooperation (CECI) and World University Service of Canada (WUSC).

Under the responsibility and the supervision of the Coordinator, Volunteer Mobilization team, the Program Officer, Recruitment and Volunteer Mobilization will be responsible for implementing recruitment strategies, selecting candidates and supporting country teams to develop volunteer profiles based on the needs of partners from relevant countries of intervention.

Nature and Scope:

 

Recruit and select volunteer candidates;
Work collaboratively with staff members in Canada and country teams overseas, fulfill the volunteer recruitment requirements of the program and projects;
Create and implement volunteer recruitment strategies based on requests from partners in intervention countries and the staff of relevant programs;
Work with country teams to identify volunteer profiles required for each assignment, detailing the skill sets and qualifications needed to most effectively contribute to the achievement of development results;
Support country teams to develop volunteer assignments that are accurate, realistic and match Canadian supply potential;
Review and validate the volunteer assignment descriptions to ensure that they match program and projects needs and contribute to the achievement of development results;
Support country teams to open the volunteer assignment files in the information management system;
Review the final version of the volunteer assignments and promote them through selected recruitment networks and platforms;
Conduct recruitment processes (i.e. interviews, communication with candidates, confidentiality) in accordance with legal and internal policies and procedures to ensure that the highest quality of volunteers are selected;
Send recommended candidate applications to the country teams for final approval;
Provide the list of volunteers and pre-departure requirements to the Volunteer Training Team and the Administration and Contracts Team to ensure efficient mobilization;
Support country team in the recruitment of volunteers not coming from Canada (e.g. national volunteers, South-South);
Conduct monthly follow-ups on volunteer recruitment progress with the country teams;
Work with the Operations Unit to continuously update recruitment and mobilization tools and processes;
Ensure the integration of gender equality considerations in all volunteer recruitment processes and practices.
 

Other responsibilities:

Participate in Volunteer Mobilization Team and Operations Unit meetings;
As needed, accompany Canadian partner organizations in the recruitment process;
As needed, support the training team by conducting certain training sessions; and
As needed, conduct individual debriefing sessions with returned volunteers, ensuring that the feedback provided is shared through the appropriate channels.
 

Qualifications and Competencies:

University degree in Human Resources or related discipline
At least 3 years of professional experience in recruitment
At least 1 year of experience working overseas in international cooperation
Sound judgment, collaborative approach and cross-cultural communication skills
Working knowledge of information technologies, including Microsoft Office and Google Suite
Resourcefulness, creative problem solving and initiative
Excellent written and spoken English and functional in French
Understanding of principles of gender equality and values of international volunteering
Ability and willingness to travel to Montreal occasionally.
